Why O.B.?

Exclusives cost a lot.  You know that.  If you're not making a bunch of money selling cocaine and running credit card fraud, then your real life budget might not be enough to get you the exclusive you really want.  You end up spending what you can on exclusives that are in your range, for little to no return because, let's face it: a beat goes a long way.  What else are you left with?

Leases.  Just like an apartment or a house.  Renting a beat.  The less you spend on the lease, the less streams you're allowed to have, the less sales you're allowed to make, and the less promotion you're allowed to do with it (music videos, getting radio play, etc.).  Not only that, but they'll probably sell you the beat in a lower audio quality.  So not only do you have to renew your lease if you hit any of your limits, but someone could buy that exclusive and make it unavailable to you.

If you just said that, you'd be really lucky if the sample is in the public domain.  When a producer sells (or even leases!) a beat with uncleared samples to an artist, he leaves it up to the artist to get the sample cleared.
